M/s. Harbin Power
Engineering Co.Ltd., 95 # Daqing Road, Dongil, Harbin, China were
awarded a Contract (Contract No. ER-stg-98 dated 23.09.99) for
Supply, Installation & Commissioning of 3-MW Stream Turbine Power
Generation System. The said turbine generating system supplied,
installed and commissioned by M/s. Harbin Power Engineering Co.
Ltd. at Eastern Refinery Limited could not be run even at
considerably lower than rated load on continuous running basis since
Provisional Acceptance and therefore , could not meet final
acceptance conditions. Frequent and unwarranted tripping of the
generation set often caused undesirable and alarming emergency power
disruption situations in ERL plant.
The said stream
turbine generating system was installed to deliver uninterrupted
electricity at a rated load to a common bus so that the system in
conjunction with other existing generating units, can ensure
uninterrupted supply of electricity essential for continuous
operation of the Refinery. Failure to delivery the required
performance of the said sream turbine generation system, has made
it a sunk investment for ERL and is the root cause of substantial
financial losses already incurred by ERL.
In view of the
facts mentioned above , ERL Board has decided to black list Harbin
Power Engineering Co. Ltd. and HPE is hereby barred from future
participation in any project at ERL either directly or as an
associate of any other Company. |
